Shared Health and the Winnipeg Regional Health Authority are inviting applications for the position of Associate Provincial Medical Specialty Lead, Shared Health (SH)/WRHA Regional Medical Specialty Lead – Anesthesia.
The Associate Provincial Medical Specialty Lead, Shared Health (SH)/WRHA Regional Medical Specialty Lead- Anesthesia is jointly appointed by the WRHA Chief Medical Officer (CMO), and Provincial Medical Specialty Lead (PMSL), Anesthesia, SH.

The Associate Provincial Medical Specialty Lead/WRHA Regional Medical Specialty Lead shall assist the WRHA CMO as appropriate in carrying out the Regional CMO’s responsibilities as set out in the Provincial Medical Staff By-Law. Associate Provincial Medical Specialty Lead/WRHA Regional Medical Specialty Lead is responsible for the quality of medical care given by the physicians providing anesthesia in the RHA. They will work closely with the WRHA CMO, site specialty leaders and medical specialists to create a harmonious, patient-focused, health care system for the community.

The Associate Provincial Medical Specialty Lead/ WRHA Regional Medical Specialty Lead will assist the PMSL, Anesthesia in the implementation of the Provincial Clinical and Preventative Services Plan. To ensure a well-functioning provincial health system, the Associate Provincial Medical Specialty Lead/ WRHA Regional Medical Specialty Lead shall ensure that regional policies and operations align with provincial directions.
Recognizing the important linkages and overlapping activities between the Health Sciences Centre (Shared Health) and WRHA sites, the Associate Provincial Medical Specialty Lead/ WRHA Regional Medical Specialty Lead plays a key role in coordination of efforts across sites in the capital region.

Responsibilities

1) Strategy & Change

Contributes to the development and implementation of provincial and regional strategy, including:
• Provincial Clinical and Preventative Services Plan (CPSP) – In collaboration with the Regional CMO and the PMSL, Anesthesia supports the regional implementation of the province’s clinical and preventive services plan, in anesthesia liaising with other regional Program and Regional Medical Specialty Leads as appropriate.
• Models of Care – Participates in the development of new models of care and supports their implementation at the regional level.
• Metrics – In collaboration with the PMSL, reviews service performance, metrics, physician workload and other relevant issues.

2) Clinical Services

Provides leadership in anesthesia in the regional health authority, including:
• Standards of Practice – Working with their RHA, Shared Health, facilities and other programs, supports the development and ensures consistent application, of standards of care for specific clinical services across regions. Works with Shared Health to develop provincial-level indicators that will provide measures related to goals of achieving these standards of care. Participates in the development of provincial/regional policies/guidelines.
• Quality of Care and Patient Safety – Encourages and facilitates quality improvement efforts within their area and supports improvement efforts targeted at processes that cross other clinical areas. At the request of the Regional CMO, leads/supports complaint investigations and critical incident/occurrence reviews.
• Interdisciplinary Practice – Works with other disciplines to promote effective interdisciplinary team-based care for patients and clients.
• Patient Access & Flow – Works on optimizing care delivery for patients within the Anesthesia program. Works collaboratively with the regional Patient Flow Coordinator and other clinical leadership to address access block, and with other services’ operations leaders to ensure that capacity meets any surges in demands.
• Liaison – Liaise with Anesthesia departments in the RHA to address and work toward resolving concerns and difficulties that arise in clinical practice, in doing so, assist physicians in meeting standards for safe and high-quality care.
• Respectful Workplace – Promotes a collaborative and respectful workplace environment.

3) Health Human Resources

Takes an active role in efforts to recruit, retain, develop all medical staff active in the provision of anesthesia services:
• Health Human Resources Planning: In collaboration with the PMSL, Anesthesia participates in the development of overarching provincial strategies of recruitment, retention and distribution of anesthesia physicians;
• Privileging: Vets appointments/re-appointments and privileges in Anesthesia as part of regional processes;
• Coverage: In collaboration with Site Medical Leads, the Regional CMO and PMSL, plans Anesthesia for appropriate physician coverage in the region’s anesthesia service, including re-distribution of staff in times of physician shortage;
• Orientation: In collaboration with sites, ensures adequate orientation as to anesthesia medical staff responsibilities, practice procedures and physical facilities by all new physicians, including locums prior to assuming duties
• Performance: Provides input to the Site Medical Lead, Regional CMO and, when necessary to the PMSL for performance evaluation of anesthesia Medical Staff.

4) Reporting
The Associate Provincial Medical Specialty Lead/WRHA Regional Medical Specialty Lead has direct reporting responsibility to the WRHA Chief Medical Officer (CMO) and Provincial Medical Specialty Lead (PMSL), Anesthesia. For greater clarity, as it pertains to WRHA operational needs, the individual will report directly to the WRHA CMO and for activities pertaining to assisting the PMSL in implementing the provincial clinical and preventative services plan, they will report directly to the PMSL.

5) Stakeholder Engagement
Ensures appropriate physician engagement and facilitates the removal of barriers to support practice improvement.

6) Academic Mission
Works with the health science institutions to achieve mutual goals as it relates to education of the health workforce and related academic/research activities, including:
• Works collaboratively with the Max Rady College of Medicine and clinical sites in the ongoing identification, development and coordination of training.
• Assists in developing a supportive milieu for faculty and learners to pursue research, quality improvement and other scholarly activities within their level of expertise.
• At the request of PMSL, serves on committees of the Max Rady College of Medicine to ensure a regional perspective on academic matters as required.
