POSITION DESCRIPTION:
Horizon Health Network requires a full-time General Practitioner for their Operational Stress Injury Clinic (OSI) in Fredericton, New Brunswick. They would be an active member of the Department of Psychiatry in Fredericton and the multidisciplinary team serving military veterans and RCMP (active and retired) through the OSI Clinic which is funded by Veteran Affairs Canada.

All members of the Department participate in regular Departmental meetings as well as regular educational sessions. Most members also participate in clinical supervision of medical students and residents, as they have affiliations with Dalhousie and Memorial Universities. Members employed at the Operational Stress Injury Clinic must maintain compliance with Veteran’s Affairs Canada’s outcome monitoring requirements.

JOB DUTIES:
• Reports to the Chief of Psychiatry for all clinical issues and or operational issues in collaboration with the OSI manager
 Develop professional rapport and ethical therapeutic relationships with OSIC clients and their families.
 Respect client confidentiality, privacy, and autonomy.
 Demonstrate a respectful attitude toward others, working effectively and collaboratively as a member of a diverse inter-professional clinical team.
 Undertake comprehensive medical assessments (e.g. review of systems/ medical stability for particular treatment setting, history of medical and psychiatric disorders, evaluating common medical issues for people with an operational stress injury, and synthesis of information from client records, collateral sources, and previously performed objective test results);
 Liaise with clients’ circle of care (e.g. clinician, community pharmacists, community clinicians (if applicable), medical specialists and other physicians);
 Select and order individualized diagnostic tests/investigations according to best practices. Interpret and respond to test results for diagnosis and management;
 Develop a care formulation and working diagnoses and establish goals of care in collaboration with clients, their families and the OSIC team;
 Determine client medication needs as part of the overall management plan: Review periodically, the indication for prescribed medications, order medications in accordance with organizational standards and guidelines.
 Review client medications based on client risk profile, in collaboration with client’s clinicians as indicated, and support regular medication reconciliation with a focus on reducing harm;
 Provide trauma-informed and culturally safe care;
 Provide quality care within the scope of practice and as agreed with the Clinic Manager in consultations with the Medical Director of Addiction & Mental Health services which can include but is not limited to: new assessments, pain consultations, medication reviews and follow-ups (with transfers to community based primary care providers or to the NBOSIC Clinicians)
 In collaboration with Clinicians, facilitate connection to additional services and supports (e.g. medical specialty care; self-help);
 Regular and ongoing consultation with OSIC psychiatrists and/or psychiatry team within mental health department;
 Participate in weekly scheduled inter-professional team care conferences to support client care planning;
 Attend and participate in monthly staff meetings;
 Contribute to the completion of the client discharge summary;
 Contribute to continuous quality improvement through educational opportunities and participate in inter-professional team mentorship and support.
 The OSI Clinic participates actively in a number of learning opportunities that may include multidisciplinary student placements, practicums, work terms and supervision of staff and learners. As a member of the clinic the Physician participates in such teaching activities as identified by the Medical Director.
 Maintain timely, clear, and accurate health records in adherence to Horizon Health Network documentation policies and subject to clinical or practice audits to ensure standards of care are met.
 Complete and adhere to the timelines required for third party documentation (e.g., BlueCross, Manulife, VAC);
 Provide support for knowledge translation/exchange to other health care providers and community partners as it relates to Operational Stress Injuries;
 Make efforts to stay up to date on emerging evidence in relation to Operational Stress Injuries and how their physical health correlates such as comorbidity;
 Maintains licensure in good standing with the College of Physicians and Surgeons, and maintain credentials as appropriate within Horizon Health Network.
 Comply with the provisions of the Hospital Act, the Regional Health Authorities Act, Community Health Centre Regulation (if and when applicable), the Medical Services Payment Act (if and when applicable), and their regulations.
 Comply with the Health Authority bylaws, rules and regulations and policies and procedures.
 As stated in Section C. 1.7 of the By-Laws, members of all categories of the Medical staff, in their treatment and attendance of patients, shall be under the jurisdiction of the Head of the Department and through him or her, the Local Chief of Staff, the Regional Chief of Staff and the Board. They shall be required to conform with the By-Laws, the Rules and all general and departmental rules and policies.
 Be considered as member of the Psychiatry Department and expected to participate in regular Departmental meetings as well as regular educational sessions or other activities of the Department to review the delivery of services, ensure their coordination, and to develop new programs.
 Follow the Code of Ethics of the College of Physicians and Surgeons of New Brunswick and the Canadian Medical Association.

Note: These responsibilities are the basic and prime duties associated with this position; other related and allied duties may be assigned from time to time as may be necessary to the operation of Horizon Health Network.

REMUNERATION:
This is a salaried position. Remuneration is in accordance to the Medical Pay Plan. Salary ranges from $198,068 - $216,190 (figures are just estimate and are subject to change).

• Physicians may be eligible for the Provincial Recruitment Incentive of $50,000.00 accompanied by a 2 year return of service.

• Must hold a valid license to practice medicine in the Province of New Brunswick.
