Summary
Richmond Site Department Head Family Practice

Role Summary:

The VCH-Richmond Department Head Family Practice reports jointly to the Senior Medical Director (SMD) and the VCH and PHC Department Head Family Practice and is responsible for:

● Ensuring that the primary care needs of patients/clients and families are being met by the services provided within the CoC
● Working in partnership with the Richmond Division of Family Practice to ensure the primary care needs of the community are being met
● Advocating for primary care support and development across the CoC
● Organization of the Medical Staff for the Department of Family Practice and its divisions
● Recruiting Family Physicians for the Richmond CoC to meet the needs of primary care in the community as well as to meet the needs of those providing enhanced skills in family practice e.g. Palliative care, Hospitalists, addiction specialists, maternity care providers and others .
● Working closely with the CoC operational leaders to promote seamless care for the primary care population across the continuum.
● Ensuring the quality of medical care provided to patients is in accordance with policies established by the Board, the College of Physicians of British Columbia and Professional Societies such as the College of Family Physicians of Canada
● Developing linkages between acute and community care and between primary care and other services in the CoC.
● Ensuring that the Department’s education and research objectives are met
● Ensuring the participation of the Medical Staff in the achievement of the hospital wide initiatives
● Monitoring and evaluating the quality of patient care rendered by Medical Staff in the Department in accordance with the Medical Staff Rules
● Ensuring activities of the Department are consistent with the organizational and program priorities and directions
● Overall strategic planning for the Department and its members.
● Developing a process for the Integration of new technology e.g. CST
● Leading policy development within the department

The incumbent plays a critical role in multi-program activities affecting the Department and its diverse customers in an integrated community health system.

The roles and responsibilities described in this role description can be delegated by the Department Head to the appropriate Division Head(s).

Reporting Protocol:
● Professional Practice and Quality: through the VCH and PHC Department Head to the VP Medicine, VCH and to the VCH-Richmond SMD and Area Medical Advisory Committee (AMAC)
● Strategic Planning and Integration of Medical Staff Services: through the VCH and PHC Department Head to the VP Medicine, VCH and to the VCH-Richmond SMD and AMAC
● Academic Affairs: to the CoC SMD, VCH and PHC Department Head and the UBC Department Head or Dean, Faculty of Medicine, UBC as appropriate

Specific Responsibilities and Deliverables
● Organizes and chairs the VCH-Richmond Family Practice Executive and Department meetings
● Advocates for the inclusion of primary care providers across the continuum in the CoC
● Represents the Department and its members at the Richmond MAC
● Works closely with the VCH and PHC Department Head and other COC Department Heads to develop a functional collaborative Regional Department
● Works closely with the appropriate Operational Director(s) and the VCH-Richmond SMD to promote and enhance quality improvement, patient safety and evidence-based professional practice
● As part of the Richmond Medical Advisory Committee, he/she makes decisions in line with the strategic directions of the medical staff of the organization, and in consultation and coordination with other senior leadership to ensure success and achievement of goals and objectives for the VCH-Richmond Department of Family Practice
● Represents the organization to external stakeholders/parties including academic institutions, regional and/or provincial committees/associations, representatives of government agencies, accrediting bodies, task groups and working teams as required.
● Evaluates and makes recommendations concerning persons wishing to be appointed to the Medical Staff including recommendations regarding admitting and other privileges where appropriate, consistent with the needs of the Hospital and the Department.
● Meets annually with the CoC’s Senior Medical Director and VCH and PHC Department Head to make recommendations concerning the reappointment of each member of the Department.
● Responsible for overall professional practice leadership and direction to the members of the department within the CoC
● Has lead responsibility for the maintenance of medical and ethical standards of practice, medical workforce planning, staffing and recruitment and the performance review and credentialing of Department members
● Works in partnership with the operational team to take responsibility for overall Quality in the Department, Quality Improvement Projects, conducting Critical Incident Reviews, investigating and resolving complaints involving physicians within the department, and ensuring that there is a regular mortality and morbidity review process. Where medical quality is an issue the Department Head will raise the issue with the SMD and the VCH and PHC Department Head as appropriate. The Department Head may be tasked with leading a multidisciplinary investigation at the VCH and PHC Department Head’s and/or the SMD’s discretion.
● Identifies how the CoC Department can work within the academic mandate of the organization as a UBC School of Medicine Affiliated Regional Centre and ensures that the Department is responsive to integrating graduate learning programs when appropriate.

Qualifications:
● MD with CCFP or equivalent Clinical Qualification
● Leadership experience of 5 years or exemplary skills as identified by the selection committee
● Formal Leadership training an asset.
● Currently is or is eligible to be a member of the active medical staff
